Crucially, our findings highlight the role of foreign policy leadership in re-framing conflict-related sexual violence as a threat to national and international peace and security, the strategic use of the individual positioning of the foreign minister, the harnessing of the foreign policy machinery to mobilize commitments from other states through networked diplomacy, and seizing international political opportunities to promote the take-up of the norm. Entrepreneurs identify and build norms by using language that “names, interprets, and dramatizes” issues (Finnemore and Sikkink 1998, 897; see also Payne 2001), a process of framing that seeks to alter the existing “logic of appropriateness” (March and Olsen 1989) with respect to that issue. Norm entrepreneurs are actors with the desire for shaping new standards of appropriateness as well as actively persuading others to adopt these. The potential role of employees who wish to enact new standards of responsibility within CSR is thus relevant to study. Norm entrepreneurs arise (randomly) with a conviction that something must be changed. These norms use existing organizations and norms as a platform from which to proselytize (e.g. UN declarations), framing their issue to reach a broader audience.
Policy change according to this norm may be driven by competitive pressure, coercion, the pursuit of legitimacy or learning.
